ESD Reports
EcoHarmony’s SMP and SDA reports are designed to address councils’ requirements, and at the same time provide a meaningful and practicable outcome for developers and end users.
Sustainability Management Plan (SMP) or Sustainable Design Assessment (SDA) are two terms used to describe a development’s sustainability report required by many Victorian councils under their local planning schemes. The SDAPP (Sustainable Design Assessment in the Planning Process) is the program behind the planning schemes which, to a great extent, standardizes the process and framework for the councils. The plan should address 7 key sustainability categories but the developers can always choose to go beyond the minimum mandatory requirements.
Our staff have extensive experience in the preparation as well as the assessment of ESD report submitted to council as part of the planning application.
All our reports are completed to the satisfaction of the responsible authority and would promptly be modified and re-submitted based on any Council feedback

Stormwater management
The environmental impacts of stormwater require that new developments treat or retain their runoff. Water Sensitive Urban Design (WSUD) involves taking the steps and measures to meet the best practice environmental management guidelines for urban stormwater by addressing both quality and quantity of runoffs.
Depending on project and council, our WSUD report may either be a part of the larger sustainability report, or a standalone. The assessment involves the use of stormwater assessment tools ranging from the simplified Melbourne Water STORM tool and Insite Water to the more detailed and advanced MUSIC modeling. the choice of tool will depend on the subject site, treatment measures and Council specific requirements The water sensitive urban design is required for all developments in Victoria of 2 or more dwellings on a lot. This requirement has been introduced in 2018 pursuant to planning amendment C154 which introduced a number of changes to existing policies including the new policy 53.18 |
Standard B35 or D6
Energy efficiency is an integral part of Apartment Design Guidelines for Victoria, where, based on the climate zone of the development, the cooling load of the apartment is restricted to a specific maximum. Apartment building project team are therefore required to provide evidence of the cooling load during town planning. The planning schemes clauses 58.03-1 and 55.07-1 mandate these guidelines for all apartment developments in Victoria.
We demonstrate compliance through preliminary thermal performance assessments using the same approach to energy rating. Provided no major design changes happen, we would also use these ratings to fulfill the building code energy rating requirement, saving our clients on project cost.
